Requirements For In-Zone Enrolments

A parent or caregiver who has given an in-zone address as the usual place of residence of a student applying to enrol at Howick College must read all of this statement then sign the Contract on page 4 of the Howick College Enrolment Form acknowledging that this statement has been read.

On The First Day at School

When your child first attends Howick College he or she must usually live at the in-zone address you gave when you applied to enrol him or her. If he or she has moved to an address that is out-of-zone when starting at Howick College he or she is not permitted to attend the College.

If your child is living at a temporary in-zone address he or she may not be allowed to attend Howick College.

Examples of being "In-Zone"

Your child is in-zone for Howick College if, when starting at the school, he or she

  • lives full-time with you at a property that you continue to own or rent long-term in the official school zone, or
  • lives full-time with a "declared" caregiver at a property they continue to own or rent long-term in the school zone.

Note: If you move to a new address you must immediately tell the school and provide evidence that you live at the new address.

Temporary Arrangements

When your child enrols to attend Howick College you cannot make temporary arrangements for being in-zone, that is, you cannot:

  • use as your address accommodation you have rented in-zone for a short term
  • board your child for a short term in-zone with a relative or friend
  • use somebody else's in-zone address but not be living long-term with them
  • use the address of a house you have bought in-zone but not intend to live long-term in it.
    (Note: "Long-term" means about a year or more.)

If you enrol your child at Howick College under any such temporary arrangements or if false information is given about living in-zone the Board of Trustees under section 110A of the Education Act (1989) may cancel the enrolment unless you can give within 10 days a satisfactory explanation.

Boarding In-Zone

The adult with whom a child boards in-zone has the primary duty of care for the child and should therefore be the school's first contact in matters of discipline, progress and finance.

Zone Enrolment Questionnaire

Students who live in the Howick College home zones as described in the school's enrolment scheme are guaranteed enrolment at the school. The school board needs to be sure that an in-zone address is genuine and is asking parents to assist by completing the questionnaire below in addition to providing documentary proof (see Quick Guide) of residence. Student Responsibilities

Students are expected to make a commitment to their schooling by reflecting on, and signing at the interview the statement on page 4 of the Enrolment Form (see Sample Application Form). In signing the statement students are also acknowledging that they have read the Computer Use Agreement and accept the conditions for the proper use of computers at Howick College.

STUDENTS: STATEMENT TO READ AND SIGN

"As a student at Howick College, I agree to strive to:

  • achieve academic excellence by completing classwork, assignments and homework on time;
  • achieve an excellent record of behaviour, attendance, punctuality and appearance by obeying the school rules;
  • respect other people's and the school's property at all times;
  • respect the dignity and rights of all other members of the school community.

I have read and accept the conditions, rules and consequences for the use or misuse of computers at Howick College." - excerpt from the enrolment form. (see Sample Application Form)

Caregiver Responsibilities

Parents (or other officially designated Caregivers) will be asked to make a commitment to support the school in the ways outlined on page 4 of the enrolment form (see Sample Application Form) and set out below. By signing this section of the enrolment form at the interview parents are also agreeing that they have read the "Ministry of Education Requirements for Zone Enrolment" and that they have read and agree with the statement regarding computer use (see Computer Use Agreement) by students at Howick College.

PARENTS: STATEMENT TO READ AND SIGN

"As a caregiver of a student at Howick College I:

  • certify that I live full time at the above address with this student and that I am the parent or guardian or declared caregiver of this student;
  • undertake to ensure that this student obeys the rules and regulations of Howick College as outlined in the official student homework diary, and support the student to achieve the conditions set out above;
  • permit arrangements to be made to treat the student in an emergency, and agree to meet any costs incurred in the process;
  • will inform the School of relevant changes to information provided, e.g. address, student's health status.

I have read and accept the conditions, rules and consequences for the use or misuse of computers by my child at Howick College.

I have read the Statement about the requirements for being in-zone for Howick College. I agree that the address I have given will be the usual place of residence of my child while attending Howick College. Computer Use Agreement

Conditions for student access to Howick College computers

A student will be permitted to use the school Computers only after the student and at least one parent or caregiver has read this entire document and signed the contract on the Howick College enrolment form.

Students must accept that absolute privacy of their personal files on the Howick College computer network cannot be guaranteed.

Rules for use the Howick College Computers

Please note that these rules apply to:

All school-related activities both in school and away from school;

Any privately owned ICT equipment brought to school or a school-related activity. ICT equipment includes: laptops; desktops, PDAs, mobile phones, cameras, locating devices, recording devices, media players, PSPs and other game devices, or portable storage devices (e.g. USB or flash memory). Ask if you are unsure.

  • 1 Using the Internet at School. Internet access on school computers of any kind is allowed only with permission of and supervision by a staff member. These rules also apply to all other Internet use while at school or on school related activities, for example, access by mobile phone while at school.

Internet access is for school use only. Access to social sites such as Bebo or MySapce is banned. Students may not use any form of concealment software or website to bypass the school’s internet security.

  • 2 Borrowing School ICT. Howick College normally does not permit school ICT equipment to be used away from school. However, if you do receive such permission, it must not be used by anyone else and it must only be used for the purpose that it was lent to you.
  • 3 Mobile Phones. These rules apply to all forms of cell or mobile phones. You are not allowed to have a phone on in class time (even on silent mode or for “txting”) unless the teacher permits this. Cell phones must not be used for inappropriate activities such as:
    • upsetting or harassing students, staff or anyone else, even as a joke;
    • having it in your possession, or near you, during any assessment.
  • 4 Care and Use of ICT. Appropriate use of the school’s ICT equipment means:
    • You must not damage or steal any equipment or try to damage the ICT network, including attempting to gain access to restricted portions of the network.
    • Students may not load any software, from any source including the internet, onto any school equipment. Students may not copy software from the school onto any personal equipment unless specifically directed to do so.
    • You and your family may be responsible for the cost of repair or replacement of deliberately damaged equipment.
  • 5 Passwords . Students must keep their passwords confidential. They must not be shared with anyone else.
  • 6 Permissions. Students need permission from staff before they:
    • connect any storage device (to back up work etc.) to any school ICT;
    • print material on school printers. (Only appropriate material will be permitted);
    • contribute material to HowickNet, the Howick College website or websites used for school related activities (such as Nicenet or Wikispaces). Students must not have any involvement with any unofficial website that falsely claims to represent the school;
  • 7 Consideration of Others . Students must be considerate of others by, for example;
    • Sharing equipment with others and not monopolising it;
    • Not wasting resources including paper and bandwidth through unnecessary printing and internet access, uploads or downloads;
    • Not intentionally disrupting the smooth running of any school computer or network;
    • Not getting involved in any use of ICT that may be offensive to others including any form of “messaging”, or the creation or display of inappropriate graphics, audio or video files;
    • Getting permission from anyone you want to photograph, video or record.
  • 8 Respect. Privacy, safety and security must be respected when using the Internet and other ICT. You must not get involved in any activity that might put yourself at risk and you must not use ICT to upset harass or harm anyone else or the school itself.
    • You put yourself at risk if you use ICT to: harass; bully; be a nuisance; invade privacy; play games; impersonate or steal an identity; spoof; gamble; be fraudulent; infringe copyright; cheat, or change settings on any ICT equipment without permission. Also, websites must not be used in a manner that could be a risk to the school environment.
    • Students may not load any materials containing references to the school (including images taken at or of the school or images of students in Howick College uniform) to any public website (such as YouTube or Flickr), without permission from their teacher or a senior manager.
    • If you accidentally access inappropriate, dangerous or illegal material you should:
        • (A) not show others
        • (B) close or minimise the window
        • (C) report the incident to a teacher immediately
    • You should use data storage devices such as disks, USB and flash memory devices only as permitted;
    • You must avoid doing anything that may put at risk the security of the school computer network. For example, do not get involved with any malware such as viruses or with any form of electronic theft or vandalism including hacking or unauthorised access.

The school reserves the right to check any work or data stored on or through the school’s computer network or Internet facilities. For example, teachers may check your school email. If the school suspects you have misused privately owned ICT at school or on school-related activities the school may investigate the matter and you may be requested to allow your ICT equipment to be checked or audited. If you misuse equipment an appropriate response will be made by the school. Possible responses include: a discussion with the student, informing parents/caregiver, loss of access to school ICT, taking other disciplinary action. If ICT is used illegally the school may inform the police.

Statutory Declaration

The following statutory declaration is required to accompany all enrolment applications where:

  • clear evidence of in-zone residency is not presented
  • guardianship or caregiver status is not established by the presentation of supporting documents
  • short-term accommodation is required prior to a move to permanent in-zone residency
  • other enrolment matters arise that require a legal commitment in order to assure the school board that a child is eligible to attend Howick College. Download Statutory Declaration.doc (318kb)
